I've never heard of anyone doing it, but there's nothing impossible there. I'd probably just have the 'monitor' phone dropped into a conference room if it went off-hook, and then dial into the conference room as listen-only from other phones as needed. Probably set it up as a speed dial on phones that supported it, so you could just hit the "Monitor" button on the phone.
