If you want a clean asterisk distro with freepbx and other components, you can check out PBX in a flash (iso downloads for asterisk 1.4, 1.6. You will need to verify if the handset will work with citel's tva. I don't have first hand experience working with Citel's tva, perhaps others can share their experiences etc. If you wish to migrate to ip based phones, I would recommend the polycom's, excellent sound quality, good reliable phones, newer 3.x series firmware allow you to program web based services, various customizations, macro's etc. Good luck!
