The problem is detecting when to begin playing the message to the
person being called. The Wait() command works usually for most
however I have a 5 second delay for fax before my phone rings. The
message has already begun to play at that point.

Before you start to play the message, perform a system|agi|curl
command from asterisk to tell your other software that the call was
answered.
