That's kinda like asking if wine is better than cheese. The answer could
be yes or no or neither, depending on who you ask (and even when you ask
them).
I would say that if you are very comfortable working in Linux, and like
to have total control, and don't mind a development and testing
commitment, you'll want to look at creating asterisk from scratch.
If you want to have a shrink-wrapped product with factory support, then
you would want to look at something pre-built. Keep in mind that at that
point you are looking at a commercial product, and should therefore not
limit yourself to just that one commercial product.
Halfway in between you'll want to look at something like PBX-in-a-flash,
which has more of a shrink-wrap look and feel, but is free and open source.
