Unfortunately no. All the so called VOIP applications for BB are using a dial out scheme, they are practically dialers.
There used to be a Blackberry 7270, which was a wifi only (no SIM card) device and had a SIP stack. But RIM never made the SIP stack available separately. Current Blackberry APIs do not contain any SIP API. Take a look at: http://supportforums.blackberry.com/t5/Java-Development/SIP-Stack-for-Blackb erry/m-p/240936 There is attempts to develop a SIP client, but there is nothing out yet.
