I think that in both cases, the caller will hear ringing.

In Simon's example, you haven't answered the line so the carrier is
providing the ringback.

In your example, you have answered the line and you are providing the
ringing sound.  In your example, you're paying for the time because you
answered the line.  In most cases, Simon's code would not result in any
billing from the carrier because the call was not completed.
