It seems this behaviour has been there since 1.2.0. Whether is a bug or not is debatable, but indeed looks inconsistent. You can change that behaviour quickly editing the C source code and may be proposing a patch in issues.asterisk.org, but I guess most people has just worked-around that behaviour by checking if the file is there first :-)
