Sounds like you might be interested in distributed device state and DUNDi. If you use Asterisk 1.8 you can distribute the device state using XMPP, and DUNDi can be used to lookup the registration location of the device.
I talked about it in my presentation at AstriCon this year (Building Distributed Call Centres: http://leifmadsen.com/node/5) and wrote about DUNDi in the Asterisk book (http://astbook.asteriskdocs.org/en/2nd_Edition/asterisk-book-html-chunk/asterisk-CHP-14-SECT-6.html) I haven't updated the DUNDi stuff yet for the new edition of the book though, so there may be some errors, but at least it gets you some information. I also have some information about DUNDi on my website, but again, it's quite out of date (and was the basis of what was in the book). Leif.
