(Again) if you take out version control and just want to do what JIRA+Agile
do, we here use Redmine.  It's a free product that does the same thing, and
in the couple of years I've been using it, we haven't hit any walls.  In
fact, we keep deploying more and more of it's functionality across a
broader range of non-developers in our organization.

Redmine also has support to plug into your version control system (such as
SVN, CVS, or GIT) and display the repos and revision activity for you.
http://www.redmine.org.  The redmine.org website is actually redmine itself
(which is kind of novel).
