A few things that the scammers are also doing, is getting in to weak
exposed ata's ( see http://www.shodanhq.com/ ) or using other methods of
hijacking subscriber credential's, then dialing area codes 809, 284, or 876
which have hefty LD charges which the end carrier gets from AT&T or Cable &
Wireless. They dial a destination VM and continually do 3 minute calls and
rack up the charges.

I've also noticed that the sipvicious scans have dramatically increased in
search of easy credential access.
