Graham,
This is exactly the strategy that Avaya uses in it's enterprise pbx
platforms.  They maintain two separate partitions for the PBX apps. 
When an upgrade occurs, they upgrade the offline partition and then
switch to it.  If the upgrade goes badly, they reboot and they're back
on the old partition like nothing happened.  If it goes well, you have
to run a command that switches the bootable partition in lilo.  Here's
a partial screenshot from their web interface:

This strategy has saved us a lot of work on one occasion when we shot
ourselves in the foot.  We rarely ever worry about the upgrade process
with this to fall back on.
