There is no template. It is created on startup by the init file. I committed some code to trunk a few weeks ago which appends anything added in /mnt/kd/dnsmasq.static to the generated dnsmasq.conf file. The user configurable options are listed in rc.conf. Other options will need to be implemented via this dnsmasq.static method. If you view the svn of trunk, you can see the changes I made to the init script and add those to your version of Astlinux.
