Jack,

        I have Comcast.  I am used to the internet being unavailable for LONG 
periods of time, and I never have problems with SIP phones not being 
able to reach each other.  Just last week Comcast was down for almost 
two days (when it was up it had about %56 packet loss).

        Do you use hostnames extensively in your configuration files (SIP, IAX, 
etc)?  You probably need to run some kind of caching local DNS.  In 
AstLinux installs with router mode enabled, dnsmasq takes care of this 
for you.  You could try using an AstLinux machine (or the same one) as 
your router.  If you have two (or more) ethernet cards, all you should 
have to do is uncomment INTIF in rc.conf.
