Tim, are you going to use analog phones?  My experience in enterprise
phone systems tells me that any time you covert from digital to
analog, you increase your potential for echo.  This holds true not
only for the phones at your own site, but also for those you speak  to
on the other end of the call, which is entirely out of your control.
Having echo cancellation at your disposal, preferably hardware based,
is a good thing.

You can also get echo from some poorly designed telephone handsets
that pick up the sound coming from the far end in their microphones.
Echo that is caused by voip issues, I won't speak to, but I'm sure
there are others here that can.
