Sorry about the delayed response

your on the money, there's a symbolic link
/oldroot/mnt/asturw/etc/resolv.conf -> /etc/ppp/resolv.conf and when I
rolled back to PBX only mode the symbolic link remained but no
/etc/ppp/resolv.conf file, deleted the link and name resolution started
working

This could be a bug with PPPOE.  I'd be willing to bet that when the 
PPPOE interface is initialized, it tries to write out /etc/resolv.conf 
and replace the link that's present.  Without unionfs, this would have 
just resulted in PPPOE not being able to write to that file.  To verify 
this, please look in /oldroot/mnt/asturw/etc for the resolv.conf file.

In PBX only mode, dnsmasq is not running.  (so if resolv.conf is 
pointing to the local box--if you have localdns enabled it does--you 
won't be able to resolve addresses).
