I hit this problem with Zap hardware not starting properly.
The problem is in /usr/sbin/gen-rc-conf.
if [ -d /mnt/kd/rc.conf.d ]; then < -- This directory does exist
if [ -f /stat/etc/rc.conf ]; then
sed -e 's/^#.*//' -e '/^$/ d' /stat/etc/rc.conf >>/tmp/etc/rc.conf
elif [ -d /stat/etc/rc.conf.d ]; then
sed -e 's/^#.*//' -e '/^$/ d' /stat/etc/rc.conf.d/*.conf
>>/tmp/etc/rc.conf
fi
sed -e 's/^#.*//' -e '/^$/ d' /mnt/kd/rc.conf >>/tmp/etc/rc.conf < --
I added this line. May not be in the right place but works for me.
sed -e 's/^#.*//' -e '/^$/ d' /mnt/kd/rc.conf.d/*.conf
>>/tmp/etc/rc.conf
elif [ -f /mnt/kd/rc.conf ]; then
sed -e 's/^#.*//' -e '/^$/ d' /mnt/kd/rc.conf >>/tmp/etc/rc.conf
elif [ -f /stat/etc/rc.conf ]; then
sed -e 's/^#.*//' -e '/^$/ d' /stat/etc/rc.conf >>/tmp/etc/rc.conf
elif [ -d /stat/etc/rc.conf.d ]; then
sed -e 's/^#.*//' -e '/^$/ d' /stat/etc/rc.conf.d/*.conf
>>/tmp/etc/rc.conf
fi
