Astlinux 0.4.5 is so far outdated that it's not worth the effort for you to attempt to build packages for it. If you wanted to build a version of Astlinux with the full version of wget, you can download the Astlinux development environment from SVN as described on the www.astlinux.org page. After you've done that, you can build your own version using the full version of wget (it will have to be selected as a package). I'd seriously look at the recommendation that someone else posted about using an email to cell feature rather than sms via some website which may or may not be reliable.
