Does the directory /mnt/kd/rc.conf.d/ exist?

If it does, the /mnt/kd/rc.conf file is not used.  If you ever used the 
web interface to make configuration changes, that directory is created 
with segmented configuration files rather than one big config file.  The 
gen-rc-conf script then cats those files together to make the file that 
exists in /tmp/etc/rc.conf.
