The Adaptive Ban plugin for Arno's firewall has much of the same feature 
set as fail2ban.  I've found that it works quite well at preventing many 
of these attacks.  Of course the other suggestions you provide are good, 
just wanted to make it clear that we do have a pretty decent alternative 
to fail2ban.
