The web interface supports setting the SIP monitoring feature, via the Network 
Tab.

If you look in the system generated file "/etc/rc.conf", you should find the 
lines somewhat like:

SAFE_ASTERISK=""
SAFE_ASTERISK_NOTIFY="[email protected]"
SAFE_ASTERISK_NOTIFY_FROM="[email protected]"
MONITOR_ASTERISK_SIP_TRUNKS=""
MONITOR_ASTERISK_SIP_PEERS="voip"
MONITOR_ASTERISK_SIP_STATUS_UPDATES=""

>From the shell CLI, you can type:

$ asterisk-sip-monitor-ctrl status

When enabled you should get...
--
Status: asterisk-sip-monitor is active
- No active Alerts
--

The goal of this SIP monitoring feature is not to bug you when a box is simply 
rebooted or for a short connectivity hiccup, but if the outage continues for 
about 180 seconds then an email will be generated. The advanced variables 
MONITOR_ASTERISK_SIP_COUNT and MONITOR_ASTERISK_SIP_COUNT_DELAY can adjust the 
sensitivity, but the defaults should be good for most users.  I have been using 
it for months and I'm happy with it.
