Stuff like this would normally require more fine grained user access to Tabs 
and Sub-Tabs and files as we now have. That would be a lot work for Lonnie to 
implement that.
But I often have similar problems like you. I ended up in copying the edit tab 
as staffedit for the staff user and allow only a few folders to access (e.g. 
asterisk/includes/).
