So the upgrade took less than 17 seconds, using the web interface I had the 
same results.

BTW, the upgrade time has no function on the current Asterisk version.

The mirror.astlinux.org site uses AmazonS3 / CloudFront which should be a 
geo-local server and *should* be faster than what I personally use as my remote 
testing repository on a daily basis.

Upgrade your next box using the CLI as above and report back.
