Ahh I see the problem. It only updates the user that has been changed in the Users Tab. If the voicemail.conf file has been edited directly (e.g. Edit Tab) then changes will not be reflected in .htaccess including new entries.
So if I want the user to be in .htaccess, I will need to add them or modify their password in the Users Tab.
