Using the "astlinux-ast13.config" as the default ".config" you should see in 
the configure output...

Note "PJPROJECT"

Currently we are not selecting BR2_PACKAGE_LIBXSLT since "libxslt" builds kind 
of wonky, is not small, and adds limited value (docs) to Asterisk.  But 
Asterisk 13 will use it if enabled.
