I assume you are talking about "Asterisk Sounds Packages:" [ Upgrade/Install ] 
...

If the repository sound file has a different .sha1 value from the currently 
installed version then the sound downloaded and updated.  If the .sha1 file is 
the same you will get something like:
--
The sound package "core-sounds-en-ulaw" is already installed on ASTURW.
--

Of course if the sound file is not currently installed, then it is downloaded 
and installed.

Also upgrading firmware (System Firmware Upgrade:) has nothing to do with sound 
files.
