12 volt power to the card is ONLY necessary when using the FXS ( connect to
phone ) modules for the ring generator.
A good solid power supply for the Soekris card is another issue, and is always
a good idea.
Unrelated to astLinux, but I had a SUPPOSEDLY good power supply for a Pi that
would wander downward when the board was booting, and once I provided a solid 5
volts all the issues went away. The bad supply was sold specifically for the Pi.
None of this addresses the OP issue though. It appears to be some sort of
configuration error, as DAHDI isn't addressing the card.
Perhaps moving to the latest AstLinux first isn't such a bad idea, then careful
examination of the config for even a simple typo
I haven't used a TDM410, but with a TDM 400 and even a Sangoma analog card
worked without issues. The wanpipe scripts just worked!
Also the TE110 T1 card.

Odd, but on my Atom boxes *without* such a card the wctdm24xxp module loads
just fine...

I'm running the latest development version of AstLinux but DAHDI has not
changed from your astlinux-1.2.1.
I'm wondering if the limited net5501 is a part of the problem.
Hopefully others will have more insight.
