Hi David, You did not ask but, OpenVPN binds to all UDP *:1194 and as such the "multihome" may be needed if local LAN clients are using the WAN IP address. I have an iPad that works either from the WAN or LAN side using the WAN IP address with "multihome" defined.
It seems IPSec only binds to the external interface, but quite possibly a LAN client could use the external IP address and work as expected, possibly best when XAuth is configured in the server and clients. As for PPTP, probably best not to use it if possible anymore. :-) So to answer your question, IPSec does not seem to listen on the LAN interface, but I'm not sure that is needed for it to work.
