Receiving faxes with Asterisk is relatively simple: you can convert the 
incoming tiff document with "tiff2pdf" to an PDF document and send it via email 
to the recipient (like voicemail).
The other way is much harder, as there is no (small) pdf2tiff.

You would need the full Ghostscript suite or something similar big to convert 
from pdf to tiff.
And you would somehow need to upload the fax document to Asterisk.

Another way to send would be the T38printer (Windows-only):

Not every VoIP-ISP does support T.38, the biggest ones here in Germany do not.
