I too was surprised how efficient the Q190G4N-S07 runs, actually idles using 
less power than the APU2 if the VGA port is not connected, about the same if 
connected.

Indeed there is no mystery why this Qotom runs cool, a large heat sink 
connected to the board which is in contact with a large thermal pad, which 
connects to the very large case heat sink.

The supporting circuitry around the CPU draws power, here is the Qotom "lspci"

David, a person could fill this Qotom box with 8 GB of RAM and a 128 GB or so 
mSATA and run a VM on it, AstLinux only needs 1-2 GB RAM.

Here is an example of running VMware on it, here the "S08" case is slightly 
taller to make room for an additional 2.5" SSD, same board as the "S07".

Proxmox would probably work as well.  Qotom recently released a QOTOM-Q355G4 
i5-5250U appliance starting at $ 216 which would also make a good VM host.
