For incoming packets tcpdump is before the firewall, for outgoing packets 
tcpdump is after the firewall, ie.
--
wire -> NIC -> tcpdump -> netfilter/firewall

netfilter/firewall -> tcpdump -> NIC -> wire
--
so tcpdump does not see outbound packets blocked by the firewall.
