Michael,

If the current version matches the Repo URL -> ver file then no upgrade is 
available.

If the current version is different from the Repo URL -> ver file the "upgrade" 
will take place, no matter what version it is.

Since you are running your own custom repository, you can do whatever you want.

For example, just today I was pulling upgrades from three different URL's to 
get 1.3.10, the 1.4-beta and my latest build 1.4-dev to compare stuff.
