That has changed now. Non sponsors can now review and approve packages
from newcomers, but a sponsor still has to do the sponsoring bit. A few
of us here are sponsors, so we'll be able to help with that particular
aspect of the process when needed. Please drop us a ping :)

For our specialist SIGs, I tend to nudge people towards the
co-maintainer path to sponsorship:
https://fedoraproject.org/wiki/How_to_get_sponsored_into_the_packager_group

As long as the primary maintainer agrees to help the newcomer learn
packaging, we sponsors are happy to sponsor the newcomer.
