I can not use cpufreq for what I want because cpufreq, because cpufreq
detected as 1.3Ghz full speed:

CPUs which need to have their frequency coordinated by software: 0
maximum transition latency: 10.0 us.
hardware limits: 800 MHz - 1.30 GHz
available frequency steps: 1.30 GHz, 800 MHz
available cpufreq governors: powersave, ondemand, performance
current policy: frequency should be within 800 MHz and 1.30 GHz.
The governor "powersave" may decide which speed to use
within this range.
current CPU frequency is 800 MHz.
But if i dont load cpufreq i get 1.7Ghz as the only speed and I want
run 800Mhz to 1.7Ghz
I tried to set:
" sudo cpufreq-set -c 1 -g ondemand -u 1.7Ghz -d 800Mhz "
but dont work
