CT firmware can do .11r.  It is not by default in OpenWRT, but it is an option

Try putting the 'community' version of CT firmware on your OpenWRT.  I tried to 
make that firmware
variant work on stock drivers.

If you can use LEDE then it is easier....

I don't think .11r works in stock firmware, at least in station mode.

With modified firmware, it can work fine.  And possibly newer upstream
firmware fixes this issue.
