I was looking at the TX power setting recently. However, before adding the
userspace bits I need to fix the low level stuff so that the real TX power
matches what is set via iwconfig.

I did some measurements with a spectrum analyzer and two miniPCI cards (AR5414
and AR5212) in 5GHz band and the results are not very good. On AR5414 the
measured value was 9 dB lower than the one set in iwconfig, while on AR5212
it was 2 dB higher.

However I'm quite sceptical about the results, because even for Madwifi the
values weren't what they should be (8dB lower). So now I'm waiting for an
access to a newer spectrum analyzer which can measure full 20MHz channel,
I should have it in a month or so.

The only thing I know for sure now is that there's some difference between
Ath5k and Madwifi and probably Madwifi is more correct, because I got roughly
the same results for both cards there.

I think there should be another parameter to enable/disable TPC (it was
possible with Madwifi, I think).
