My only thought is that antenna diversity is doing it, but the only antenna is a 19db directional panel, and the AP is probably 100 meters away with an omnidirectional antenna, so 28db would be quite impressive for a PCB trace. Then again, a 19db gain would put me right at the higher quality.
The radio is a Ubiquity XR2.
