Every card is programmed and calibrated according to the region it is sold for. If your card is world roaming then you won't be able to use AP mode off the bat. I explained how you can overcome this, I cannot do a better job than my description. If your card is not world roaming then it is fixed to a region and you will only be allowed what that region allows you to use. So this varies by card.
