SB14, if enacted, in no way affects the blind pension fund or the status of the 
blind. It is designed only to help our blind population with their spenddown if 
Medicaid savings are achieved due to implementation of a health insurance 
exchange. Senate analysts have confirmed this again for me.

Dear Senator Schaaf:



The Missouri Council of the Blind and its members in your district are studying 
SB 14 which we understand you introduced into this legislative session.  We are 
very interested in supporting it but are writing to request some clarifications 
for the bill.



First regarding changes to MO Statutes 208.151(1), what would then be the 
status of the blind as currently mentioned in 1?  Also, it appears that 
208.151(3) which references the blind pension would remain unchanged if SB 14 
passes the legislature and is signed into law in its current form.  Are we 
correct?
