That does not mean that for the purposes of the protocol we cannot chose to use it as published. Some systems have no workflow and published will end up being creation time. I tend to suspect that is why the language in the spec is what it is anyway. Either way they left it open and I for one vote that we use published to mean published. Call me old fashioned. - Luke
