It needs to work with AAA mechanisms wherein there exists one blog
and multiple authors, each with their own roles and authority to
make different types of changes.  That means operations on limited
resources (add an entry) should not be capable of making arbitrary
changes that apply to all resources, since allowing such changes
prevents segmentation of access control by URI (the only way for
an HTTP server to provide application-independent access control).

I think it is a fundamental design principle of HTTP.
