As the editors come across text they feel is un-specified or under-specified, they should add a note to that effect. xml2rfc provides tools that do this. Inserting MUST-level requirements without consulting the WG requires that paces be written to remove them. The editors are generating bureaucracy at a furious pace. Robert Sayre
