I'd say the MAY, as Appendix C lists PaceEditLinkMustToMay.

I'd also add:

7.2.4, « "entry" - Indicates the collection contains only member
resources whose representation MUST be an Atom Entry. »
Must there be a single representation? (which then must be an Atom entry)
This would prevent using Multipart/Related.
On the other hand, as there must be an Atom Entry representation
(because collections use Atom Feed representations), then what's the
difference with a Media collection ? (apart from the fact that a
resource in a Media collection might not have an "individual" Atom
Entry representation, only one in the Atom Feed representation of the
Media collection)
