On further investigation, this is a "bug" in the GData spec, not the Google Calendar Data API impl thereof. The Calendar Service advertises "previous" link relations for paging and is in sync w/ AtomPub. We'll fix the spec, per the stated goal of alignment. You can remove the silly constant now. :P
