Well RFC 4287 says for atom:category

Just to make it clear: this sentence applies to the content of the
<atom:category> element, not the set of its attributes values.
What would have been relevant for this discussion is:
"""The "atom:category" element conveys information about a category
associated with an entry or feed."""
That's not really clear about what is a "category" but, well, that's
