"Proxy" applies in the general sense of the word, rather than the HTTP-specific one. By "Arbitrary URI", I mean a different URI than the resource that contains the error. None of the hierarchical semantics of HTTP URIs are used to constrain possible acceptable values for the ErrorURI.
