The draft contains a normative reference to the 1999 edition of the "Namespaces in XML" W3C Recommendation. I think it should be updated to the 2006 edition, as used in RFC 5023:

I've updated the Atom bidi draft (mainly to address a few editorial
issues and bump the expiration date up).  I'm not in any particular
hurry to get this one done, but feedback is always helpful and useful.
FWIW, I've implemented this in Abdera, along with a number of direction
guessing algorithms based on xml:lang, text properties, etc.
