Except the spec forbids it. Only future versions of the Atom spec may define elements from the Atom namespace in locations that other than those currently specified. Read sec. 6 of the spec, particularly the implications of sec. 6.2. See also sec. 6.4.1 and .2 for how Extension Elements must not be in the Atom namespace.
