[a] would suffer the AOL problem, no? According to my webserver logs, I have
several million visitors from Virginia, and quite a few less from the other
49 US states.
[b] similarly. who cares where the server hardware is.

My intention is perhaps better expressed with this example:

<feed>
    <title>Memoirs from Paris, France</title>
    <geo:coords>location#1 = Paris, France</geo:coords>
    <author>
        <name>Some old digger</name>
        <geo:coords>location#2 = Suva, Fiji</geo:coords>
    </author>

Thus, the feed is a collection of entries to do with some place in France,
written by some old fart laying on the beach in Sunny Fiji. Occasionally he
might write an entry regarding a location in London, UK, and occasionally he
might write an entry during a quick popover to Sydney, Australia.

Nonetheless, if you are looking for a <feed> which could be loosely
categorised as regarding Paris France, then this is one such feed.
