I had imagined that the feed consumer would decide whether to treat the
dir as an embed or an explicit override depending on context.  If the
feed publisher wants to set the direction without any ambiguity, then
they should use the unicode controls or the (x)html mechansisms (where
appropriate).

Right.  Folks who really want to do this can achieve it using the
unicode controls.
