Hmm? rpm-ostree updates layered packages too. It's a true hybrid
image/package system.
Now...there are potential synchronization issues, see e.g.
https://github.com/projectatomic/rpm-ostree/issues/415
But a lot of those issues can happen in inverse on a "traditional" yum managed
system; if for example cri-o (or any other separate package) requires an older
selinux-policy that can end up silently holding back OS updates.
